ई-वे बिल, क्या है ई-वे बिल? जानें- कैसे काम करेगी पूरी व्यवस्था

जीएसटी के तहत किसी भी सामान के ट्रांसपोर्टेशन के लिए ई-वे बिल की व्यवस्था को सरकार ने कुछ दिन के लिए स्थगित कर दिया था, लेकिन अब यह 1 जून से लागू होगी। जीएसटी काउंसिल की ओर से इस प्रावधान को लागू करने की मंजूरी दे दी गई है। इस व्यवस्था के तहत कोई भी रजिस्टर्ड व्यक्ति ई-वे बिल के बिना 50,000 रुपये से अधिक का सामान कहीं ले नहीं जा सकेगा।

काउंसिल ने कहा है कि ई-वे बिल की व्यवस्था 16 जनवरी 2018 से उपलब्ध होगी और राज्य स्वैच्छिक आधार पर इसे जून से पहले भी अपना सकते हैं। इंटर स्टेट ई-वे बिल 1 फरवरी 2018 से लागू होगा और इंट्रा स्टेट ई-वे बिल 1 जून 2018 से लागू किया जाएगा। इससे पहले ई-वे बिल का ट्रायल 16 जनवरी से शुरू होगा। जीएसटी व्यवस्था में ई-वे बिल की शुरुआत टैक्स चोरी रोकने के लिए की गई है। 1 जून 2018 से ई-वे बिल का अनिवार्य रूप से अनुपालन करना होगा। जानें, कैसी होगी ई-वे बिल की व्यवस्था... 

कराना होगा ऑनलाइन रजिस्ट्रेशन
ई-वे बिल व्यवस्था के तहत 50,000 रुपये से ज्यादा मूल्य का सामान एक राज्य से दूसरे राज्य में भेजने से पहले उसका ऑनलाइन पंजीकरण कराना होगा। सरकार का मानना है कि इसके लागू होने से टैक्स चोरी पर लगाम लगाना आसान हो जाएगा। गौरतलब है कि राज्य के अंदर ही वस्तुओं को ट्रांसपोर्ट करने के लिए इंट्रा स्टेट ई-वे बिल बनेगा, जबकि एक राज्य से दूसरे राज्य में माल भेजने या मंगाने के लिए इंटर स्टेट ई-वे बिल बनेगा। ई-वे बिल रजिस्टर सप्लायर, बायर और ट्रांसपोटर्स जेनरेट करेगा। ई-वे बिल एसएमएस के माध्यम से बनाया और कैंसल कराया जा सकता है।

सरकार को फायदा
ई-वे बिल (इलेक्ट्रॉनिक बिल) माल ढुलाई पर लागू होगा। इसकी वैधता दूरी के हिसाब से तय होगी। ई-वे बिल में माल पर लगने वाले जीएसटी की पूरी जानकारी होगी। ई-वे बिल से पता लगेगा कि सामान का जीएसटी चुकाया है या नहीं। ई-वे बिल से टैक्स वसूली में भारी गिरावट रुकेगी और टैक्स चोरी के मामलों पर लगाम लगेगी। ई-वे बिल के जरिये एक राज्य से दूसरे राज्य में मालढुलाई में दिक्कतें कम होंगी। 

कितने समय के लिए वैध
100 किमी तक की दूरी के लिए 1 दिन का ई-वे बिल बनेगा। 101 से 300 किलोमीटर की दूरी के लिए 3 दिन का ई-वे बिल बनेगा। 301 से 500 किमी तक के लिए बना ई-वे बिल 5 दिन के लिए और 501 से 1000 किमी के लिए बना ई-वे बिल 10 दिन के लिए और 1000 किलोमीटर से ज्यादा के लिए बना ई-वे बिल 20 दिन के लिए वैध होगा। इसका मतलब है कि ई-वे विल बनने के बाद तय समय पर माल की ढुलाई करनी होगी। ऐसा नहीं होने पर फिर से ई-वे विल बनाना होगा।

इन पर बिल लागू नहीं होगा
ई-वे बिल से कॉन्ट्रासेप्टिव, जुडीशल और नॉन-जुडिशल स्टांप पेपर, न्यूज पेपर, जूलरी, खादी, रॉ सिल्क, इंडियन फ्लैग, ह्यूमन हेयर, काजल, दीये, चेक, म्युनिसिपल वेस्ट, पूजा सामग्री, एलपीजी, केरोसिन और करंसी को बाहर रखा गया है। इसके अलावा ई-वे बिल की जरूरत नॉन-मोटर कनवेंस, पोर्ट से ट्रांसपोर्ट होने वाले गुड्स, एयरपोर्ट, एयर कार्गो कॉम्पलेक्स और लैंड कस्टम स्टेशन के लिए आने-जाने वाले गुड्स पर नहीं होगी।

क्या है ई-वे बिल
ई-वे बिल की व्यवस्था के तहत अगर किसी वस्तु का एक राज्य से दूसरे राज्य या फिर राज्य के भीतर मूवमेंट होता है तो सप्लायर को ई-वे बिल जनरेट करना होगा। नई व्यवस्था में 50,000 रुपये से अधिक मूल्य सामान लाने और ले जाने के लिए ई-वे बिल की जरूरत होगी। किसी एक राज्य के भीतर 10 किलोमीटर के दायरे में माल भेजने पर आपूर्तिकर्ता को जीएसटी पोर्टल पर उसका ब्योरा डालने की जरूरत नहीं होगी।
